CAIR-NY Celebrates Client Naturalization After Suing USCIS for Delayed Oath

(NEW YORK, NY, 2/06/2023) — The New York chapter of the Council on American-Islamic Relations (CAIR-NY), nation’s largest Muslim civil rights and advocacy organization, today celebrated the naturalization of Farrukh Khamdamov after suing U.S. Citizenship and Immigration Services (USCIS) for unreasonable delays and failure to reschedule his oath ceremony.  

Farrukh Khamdamov, a Queens resident and native of Tajikistan, had been a lawful permanent resident since 2014. After his naturalization application was approved, USCIS scheduled his oath ceremony for June 9, 2022. However, a day before the ceremony date, USCIS informed Khamdamov that his oath ceremony was cancelled due to “unforeseen circumstances.” After more than five months, on Nov. 21, 2022, CAIR-NY filed a lawsuit to compel USCIS to re-schedule Khamdamov’s naturalization oath ceremony.  

On Friday, Feb. 3, Khamdamov attended his oath ceremony and became a US citizen.  

Ahmed Mohamed, Legal Director of CAIR-NY, said in a statement:    

“We congratulate Mr. Khamdamov on becoming a U.S. citizen. CAIR-NY is honored to have represented Khamdamov in his fight to become a citizen. Too many American Muslims face the same unreasonable delays Mr. Khamdamov faced. CAIR-NY has a track record of advocating for just immigration policies and does not hesitate to seek legal recourse when USCIS engages in unfair and unreasonable manner.”   

Mohamed encouraged Muslim New Yorkers to contact CAIR-NY for assistance if their immigration applications are facing unreasonably delays. Community members may visit www.cairny.org/incident-report to request assistance.
